Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women in Tanzania is implementing its Strategic Note (2017-2021), under which one of the priority areas is women’s leadership and political participation. The Women’s Leadership and Political Participation Project, (WLPP) (Wanawake Wanaweza) Phase II (2017-2021) builds on Phase I (2014 – 2017), promoting gender equality and the empowerment of women as per UN Women’s global mandate and supports the Government of Tanzania as a Member State to the United Nations to implement international standards, providing suitable technical and financial assistance. The second phase of the project aims at achieving the overarching goal/impact “Women lead and participate in decision-making at all levels”. The project is also in line with the UNDAP II Outcome “Women and girls increasingly participate in political and public life and are elected to leadership positions”; the UN Women Global Flagship Programme Initiative on Women’s Political Empowerment and Leadership; the National Gender Policy, the SDGs (in particular, Global Goal 5 dedicated to ‘achieve gender equality and empower all women and girls’), CEDAW and other international and regional commitments, such as the African Union Agenda 2063. The project is being supported by the Ministry of Foreign Affairs of Finland, Government of Sweden and Irish Aid.
The project operates on three main areas where change needs to happen to effect progress in relation to increasing women’s leadership and political empowerment: (i) the policy and institution level (policies, laws, standards, norms and practices) to ensure these promote and regulate the increase in women’s leadership at all levels; (ii) the individual level, to strengthen capacities of women to conduct competitive, well-resourced and innovative campaigns. Thirdly, at the community level, where norms, attitudes and practices often undermine women’s rights and gender equality, efforts will work towards reverting these to promote women as accepted, legitimate political leaders. The WLPP project phase 2 will therefore, adopt a multi-sectoral and comprehensive approach, building on the lessons learned and good practices from the first phase of the project implementation while being informed by the findings and recommendations of the end-of-project evaluation of Wanawake Wanaweza Phase I. Interventions at all three
levels are designed to reinforce and support each other by maintaining horizontal linkages and enhancing the creation of synergies among the different programmatic components.
Reporting to the Head of Leadership, Political Participation and Governance, the Programme Analyst contributes to the effective management of the Women’s Leadership, Political Participation and Governance by providing substantive inputs to programme design, formulation, implementation, reporting and evaluation. She/he works in close collaboration with the WLPP programme team, donors and civil society ensuring successful UN Women programme implementation under WLPP portfolio.

• Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
• Identify areas for support and intervention related to the programme.
Provide substantive technical support to the implementation and management of the Women’s Leadership, Political Participation and Governance programme
• Provide technical inputs to the annual workplan and budget;
• Support the implementation of programme activities;
• Support the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
• Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
Provide technical assistance and capacity development to project/programme partners
• Provide technical support in the implementation of programme activities;
• Maintain relationships with national partners to support implementation and expansion of the Women’s Leadership, Political Participation and Governance programme;
• Facilitate, review and advice, on new project proposals and project documents
• Identify opportunities for capacity building of partners and support the Monitoring and Reporting Analyst to provide technical/ programming support and trainings to partners, as needed.
Provide technical inputs to the monitoring and reporting of the programme/ project
• Monitor progress of implementation of activities and finances using results based management tools in collaboration with the Finance Associate and Monitoring and Reporting Analyst;
• Draft reports on monitoring missions, programme results s, outputs and outcomes;
• Provide substantive inputs to the preparation of donor and UN Women reports.
Provide substantive technical inputs to the management of people and finances of the Women’s Leadership, Political Participation and Governance programme
• Monitor budget implementation and propose budget re-alignments/ revisions, as necessary;
• Provide substantive inputs to financial reports;
Provide substantive inputs to building partnerships and resource mobilization strategies
• Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
• Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles in collaboration with the Communications Unit;
• Participate in donor meetings and public information events, as delegated.
Provide technical support to inter-agency coordination on Women’s Leadership, Political Participation and Governance
Support coordination of the WLPP Outcome Group of the UN Thematic Results Group on Democratic Governance, Human Rights and Gender Equality and provide substantive content for the development of the Annual Work Plans and Regular Reports in the context of UNDAP II
Contribute inputs to advocacy, knowledge building and communication efforts
• Provide inputs in the develop of background documents, briefs and presentations related to Women’s Leadership, Political Participation and Governance;
• Provide substantive inputs on advocacy campaigns, events, trainings, workshops and knowledge products;
• Provide inputs in the development of knowledge management methodologies, and products on Women’s Leadership, Political Participation and Governance

Education and certification:
Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required
Experience:
• At least 7 years of progressively responsible work experience in project design, formulation, implementation, reporting and evaluation;
• Experience in the area of Women’s Leadership, Political Participation and Governance is an asset;
• Experience coordinating and liaising with government agencies and/or donors is an asset.
Language Requirements:
• Fluency in English is required
• Knowledge of the other UN official working language is an asset;
• Knowledge of Swahili is an asset.
