Caritas – Mbeya is a
development organization under the Catholic Diocese of Mbeya working
with urban and rural poor communities in the region/diocese. Briefly, it
is a coordinating and facilitating body of the Diocese of Mbeya (Mbeya
Region), working in partnership with local organizations through
training, awareness creation, capacity building, fundraising, research,
lobby and advocacy, and other ways of technical support to strengthen
their effectiveness in helping them utilize their resources to meet
their basic needs for justice and wellbeing of everybody.
Vision, Caritas exists to empower the poor and marginalized through facilitation, training, lobbying, advocacy, and information sharing in collaboration with other Stakeholders; our work is inspired by the Gospel values of love, justice, respect for human life and dignity and the social teaching of the Church. Caritas in collaboration with PACT Tanzania and Railway Children Africa are implementing Kizazi Kipya project in Mbeya City and Mbeya District council: USAID New generation program is the USAID funded project that aims to enable one million Tanzanian orphans and vulnerable children (OVC) and young people affected by HIV utilizing age-appropriate HIV/AIDS-related and other services for improved care, health, nutrition, education, protection, livelihoods, and psycho-social well-being. The project is implemented by Pact Tanzania in partnership with Aga Khan Foundation (AKF), Elizabeth Glaser Pediatric AIDS Foundation (EGPAF), Ifakara Health Institute (IHI), Railway Children of Africa (RCA), and Restless Development.
JOB DESCRIPTION ROLES AND RESPONSIBILITIES:
The Accountant shall be responsible to the Program Coordinator of CLWS (Children Living and Working in the street) the Kizazi Kipya-USAID New Generation Program.
The duties and responsibilities of the accountant are listed below:
• To assist the Program/Project coordinator in coordinating and supervising all the financial functions of the program and the project. This shall include the timely preparation and submission of all program financial and accounting reports and documents including cash books, payment vouchers, bank reconciliation statements, budget compliance reports and any other financial reports that may be required by the Kizazi Kipya-USAID New Generation Program and to submit such reports in compliance with the reporting requirements of the Kizazi Kipya-USAID New Generation Program..
• To advise the Caritas management on the formulation, review and implementation of policies that enhance the financial viability, effective cost management and optimize resource mobilization and utilization.
• To implement the existing internal financial controls of the organization and the programs and to advise the Caritas management if additional controls are required.
• To be proactive in the development and implementation of sound accounting and financial management systems and procedures for the Organization based on standard accounting principles.
• To coordinate all program and project finances and the preparation, implementation and control of the annual and any supplementary budgets of the Organization.
• To review purchase orders prepared by the program staff and to facilitate procurement of office supplies, equipment, furniture and services.
• To ensure compliance with the procurement policies and guidelines of the organization and the Kizazi Kipya-USAID New Generation Program requirements.
• To maintain an up to date register of the assets and stores of the organization and to ensure proper accountability of the same including proper use and custody of the properties of the Organization such as consumable office items and fuel for motor vehicles.
• To ensure that the recommendations made or issues raised by the internal and external auditors are implemented or addressed immediately.
• To cooperate with external auditors to ensure that, within three months of the end of each financial year, draft accounts of the preceding financial year are submitted for audit.
• To perform any other duties assigned by the Program Coordinator and Caritas management.
Qualifications and experiences.
• First degree in Accountancy or Advanced Diploma in Accountancy from a recognized University or Institution.
• At least consider 2 years’ experience working in a reputable Organization.
Skills and abilities.
• Strong computer literacy, especially in Microsoft Word, Excel and Access.
• Ability to use accounting packages, such as Quick-book
• Ability to work independently with minimum supervision.
• Capability to cope with increased workload and to work under pressure to meet reporting deadlines.
• Excellent interpersonal relations and ability to mentor and to supervise other staff.
• Excellent communication and report writing skills including command of both Kiswahili and English.
